The Collector, through the iORA portal
The Collector decides whether you may buy the land at all and whether it may be used for anything other than farming. Five steps, applied for through iORA, the Revenue Department's online application system. Four of the five publish no fee. The one clock the law does set here runs against the Collector rather than the applicant, and it is worth knowing about.

Permission to buy farmland. Section 63 makes a sale, gift, exchange, lease or mortgage of agricultural land INVALID in favour of a person who is not an agriculturist. - Step 12 · stage 2, permission to buy

Permission when the seller is Scheduled Tribe. Land held by a person belonging to a Scheduled Tribe cannot be sold without permission. - Step 15 · stage 3, non-agricultural permission
Non-agricultural permission. Converts agricultural land to a non-agricultural use (residential, commercial, industrial, educational, charitable).
