The seven offices you will end up dealing with
The 35 steps are not spread evenly. Ten of them happen at the Sub-Registrar and only three at the company that allots land inside Dholera, so knowing which counter owns which step saves more time than anything else on this site.
Two of these are portals rather than buildings, and one, the Collector, is a person you almost never meet: you apply online and an order comes back. Each page below sets out what the office does, what it charges where a charge is published, and whether the work can be finished without going there.

The order you meet them in
Roughly, and only roughly, because permissions can run in parallel with a title search: the land record portal first, then the Sub-Registrar for the title search, then the Collector if permission is needed, then the Sub-Registrar again to register, then the taluka to get your name on the record. The two Dholera bodies only appear if you are dealing with land inside the Special Investment Region, and GujRERA only if you are buying into a registered project.
