How this register was built
Every record on this site comes from one file, procedures.json, the The Dholera Procedure Register, 2026-08 edition, extracted on 2026-08-04 from 26 government documents: 12 live government URLs and 14 local artefacts captured from those same government hosts. There is no second source, no aggregation of blogs, and no figure carried over from another state or another year.
What the unit of record is
One record is one procedure step: a thing a person actually does at a counter or on a portal. Each record carries 18 fields, and the four that matter most to a reader are the office or portal that owns the step, the form the source names, the statutory fee if one is published, and the timeline if one is stated. Steps are ordered as a buyer meets them, from reading a survey number to obtaining building use permission, and grouped into the eight stages the dataset itself names.
How the data was extracted
Live government pages and PDFs were read directly. Scanned PDFs with no text layer, notably the Garvi citizen charter, were read by rendering pages to images at 150 dpi and reading the rendered pages. Statutory periods were taken from the Act or resolution text rather than from any summary of it. Gujarati form names are kept in Gujarati script exactly as the portal prints them, because that is the string a reader has to match on screen.
What was deliberately excluded
Three local files that look official are blog pages from a private site and were excluded outright: a land allotment policy page, a freehold versus leasehold explainer, and an old tenure versus new tenure explainer. Every allotment fact in this register comes instead from the DICDL Land Allotment Policy PDF and the official Dholera site. The dataset records zero blog-sourced records out of 35, and this site reports that count rather than assuming it.
What is missing, stated plainly
A statutory fee is published for 17 of 35 steps. A timeline is stated for 9 of 35. Twenty gaps are declared in the dataset and reproduced word for word on the gaps page, including the single largest one: no property tax rate, assessment formula, due date or payment portal for Dholera SIR was found on any government source. Nothing on this site fills a gap with an estimate.

How to correct us
Write to corrections@dholera.support with the government page, circular number or gazette reference that contradicts a figure here. Corrections are made to the dataset first and the site is rebuilt from it, so a fix reaches every page at once. This register is published by a private documentation project. It is not a government body, it does not file applications for anyone, and it takes no payment for any step described on it.
A note on how this site is set
The page ground is a tinted blue stock and the record surface is a lighter tint of the same plate, because the whole system is two inks on a carbonless form set rather than black on white. There is no pure white anywhere. The record surface sits close to the near-white floor in colour terms, so its separation from the ground is structural rather than chromatic: a slip only ever appears as an inset object on the tinted sheet. Type is Overpass for signage, Lexend for reading and Red Hat Mono for every figure. Gujarati form names are set in Mukta Vaani, which is added purely so those strings render in a face designed for the script rather than falling back to a system stack. All four faces are open licence and served from this domain; no font CDN is contacted.
