Where every line on this site comes from

One record is one thing a person actually does: a form filed at a counter, a payment made, a page read on a portal. Each record carries eighteen fields, and the four that matter most to a buyer are the office that owns the step, the form the source names, the fee if one is published and the timing if one is stated. The steps are ordered the way a buyer meets them and grouped into the eight stages the dataset itself names.

Everything else on the site is that same file cut a different way: by office, by law, by cost, by time, by what to bring. Nothing is added in the cutting, which is why a figure that is missing on one page is missing on all of them.

Live government pages and PDFs were read directly. Scanned PDFs with no text layer, the Garvi citizen charter in particular, were rendered to images and read from the rendering. Statutory periods were taken from the Act or the resolution itself rather than from anyone summarising it. Gujarati form names are kept in Gujarati script exactly as the portal prints them, because that is the string you have to match on screen.

Where a portal was down it is recorded as down. The Revenue Department's iORA portal returned a server error on 4 August 2026, so two fee figures behind it are recorded as not found rather than as not existing, which are different claims.

Three local files that look official are blog pages from a private site and were excluded outright: a land allotment policy page, a freehold versus leasehold explainer and an old tenure versus new tenure explainer. Every Dholera allotment fact here comes instead from the company's own policy PDF and the official Dholera site. The register records zero blog-sourced records out of 35, and this site reports that count rather than assuming it.

A fee is published for 17 of the 35 steps and a timing for 9. Twenty gaps are declared in the dataset and reproduced word for word on the gaps page. Nothing here fills a gap with an estimate.

Write to corrections@dholera.support with the government page, circular number or gazette reference that contradicts something here. The dataset is corrected first and the site is rebuilt from it. This is a private documentation project: it is not a government body, it does not file applications for anybody, and it takes no payment for any step described on it.

On how the site is set: the page is a warm near-white, the type is Overpass for headings, Lexend for reading and Overpass Mono for every figure, and Gujarati strings are set in Mukta Vaani so they render in a face designed for the script. All four are open licence and served from this domain, and no font CDN is contacted.
