Reading the nulls
statutory_fee is null on 18 of 35 records and stated_timeline is null on 26. A null means the field was searched for in a named official source and was not found there. It does not mean the step is free and it does not mean the step is instant. Where a specific gap explains the null, the gaps CSV names the record ids affected.
