The Real Estate Act, 2016 and the Gujarat rules
The central Act and the Gujarat rules made under it give a buyer somewhere to go when a developer defaults, and they force a developer to register a project before selling anything in it. The same rules fix what a complaint costs and what a registration costs, which is why a buyer can check both sides of the arrangement.
