The Gujarat Land Revenue Code, 1879
The oldest law on this site and the one that touches the most steps. It creates the village land record, the mutation procedure that changes a name in that record, the survey system that fixes boundaries on the ground, the city survey record for urban land, and the requirement to take permission before farmland is used for anything else.

The steps it decides
- Step 01 · stage 1, checks before you pay
Check the 7/12 land record. Shows the survey-number record of rights: occupant name, area, tenure and encumbrance notes for a rural survey number. - Step 02 · stage 1, checks before you pay
Check the 8-A khata record. Shows the khata (account) of a landholder: every survey number held by that account holder in the village, with areas and assessment. - Step 03 · stage 1, checks before you pay
Check past mutation entries. Shows the hakk patrak (Village Form 6) entry register - every past mutation on the land - and the 135-D notice issued for a pending mutation. - Step 04 · stage 1, checks before you pay
Get a digitally signed land record. Produces a legally usable, digitally signed copy of the village form, as opposed to the free unsigned on-screen view. - Step 14 · stage 2, permission to buy
Permission when the seller is Scheduled Tribe. Land held by a person belonging to a Scheduled Tribe cannot be sold without permission. - Step 15 · stage 3, non-agricultural permission
Non-agricultural permission. Converts agricultural land to a non-agricultural use (residential, commercial, industrial, educational, charitable). - Step 20 · stage 5, after you buy
Mutation after the sale. Moves the buyer's name into the Record of Rights. - Step 21 · stage 5, after you buy
Varsai inheritance entry. Records the heirs of a deceased holder in the hakk patrak so the land can subsequently be dealt with. - Step 22 · stage 5, after you buy
Measurement and demarcation. Fixes the physical boundaries of the parcel bought, and produces the measurement sheet that an NA application and a building plan both need. - Step 23 · stage 5, after you buy
Urban property card. The urban equivalent of the 7/12: the property card is the record of rights for land inside a city survey area.
