The DSIRDA General Development Control Regulations (DP Report 2 / GDCR) at https://dholera.gujarat.gov.in/dp-report-2/35 was not among the local artifacts and may carry a fee schedule; it was not retrieved. Recorded as null.

How long it takes

Quoted from the source, in its own words:

Under section 29 of the Gujarat Town Planning and Urban Development Act, 1976, which applies mutatis mutandis in the SIR: if the appropriate authority fails to communicate its order to the applicant within THREE MONTHS from the date of receipt of the application, the permission shall be DEEMED TO HAVE BEEN GRANTED on the expiry of that period. Section 32: every permission granted or deemed granted under section 29 remains in force for ONE YEAR and then lapses; the authority may extend it by periods not exceeding one year at a time, subject to an aggregate maximum of THREE YEARS. Appeal against a DSIRDA decision lies to the Disputes Resolution Forum within FIFTEEN DAYS (including public holidays) of the decision, and a second appeal to the Disputes Settlement Mechanism within a further fifteen days.

The clock runs against the office, not against you. Three months for the authority to answer, after which the permission counts as granted. That is our reading of the wording printed above, which is why the wording is printed above.

What to watch out for

THE DEVELOPMENT PERMISSION FEE IS NOT PUBLISHED on the Form C page or in the form itself; recorded as null. The site's Development Permissions menu also carries 'Checklist - For DP' at /for-dp/42 and 'Checklist - For BU' at /for-bu/43, and a Professional Registration list and form at /form/46. Under GTPUDA section 49(1)(c), where a town planning scheme is in force and the appropriate authority does not communicate its decision within three months of the acknowledgment of receipt, permission is likewise deemed granted. Section 16(6) of the GSIR Act empowers DSIRDA to pull down or demolish anything built contrary to its decision and recover the cost.
