No fee published. This is one of the 18 steps of 35 where no government source we read publishes an amount, so nobody can tell you the figure in advance from an official page.
Here is exactly what was searched, quoted from the register's own limitations list:
Online Encumbrance Certificate fee: NOT PUBLISHED. The official ec_help.pdf says only that 'the required fee must be paid online' with no figure. The offline EC fee of Rs. 100 IS sourced (gARVI_FAQ.pdf p.4). Recorded as null for the online route.
How long it takes
No timing stated. A department that does not publish a service standard cannot be held to one, which is worth knowing before you plan around a date.
Registration department SLA / turnaround times for issuing a certified copy, Index-2, EC or a completed registration are NOT PUBLISHED in any source examined. All stated_timeline values for those steps are null; only the statutory presentation window (four months) and the statutory deemed-approval periods are recorded.
What to watch out for

THE FEE AMOUNT IS NOT STATED. Step 4 of the official help file says only 'જરૂરી ફી ઓનલાઈન ભરવાની રહેશે' (the required fee must be paid online) with no figure. Recorded as null. The Garvi home page lists this as 'Online certified EC (IORA)'.
